wisconsin after a kayak capsized on lake superior killing the father and three young children. the accident left the mother as the lone survivosurvivor. strong winds and waves tipped the craft over knocking all five into the open water. muse was able to send a text to her sister, but it did not arrive for five hours due to the lack of cell service in the area. search and rescue divers are trying to find four people after two boats collided head on in the colorado river. the two boats crashed and sent 16 people in the water. nine people were hurt and two had to be air lifted. it is not clear whether alcohol or speed played a role in the crash. police in california shoot a man after an argument after ice

cube concert tickets. the man was trying to buy a ticket at the delmar fairgrounds. he was told it was sold out. an argument broke out and the man pulled out a semiautomatic handgun and fired into the crowded area. officers returned fire. the suspect was taken to the nearby hospital. his condition is unknown. the concert went on as planned. a tropical storm watch issued for the gulf coast with the potential cyclone brewing in the florida keys. let's go to meteorologist pedram javaheri. >> good morning, alison and dave. the system begins to develop across the western caribbean. southern florida in line for heavy rainfall this afternoon. it will push through the florida keys. miami gets flooding concerns and the florida key does as well. the clear path into the gulf of mexico. strengthening at this point by tomorrow we are talking about tropical storm gordon. the one element is the

president trump's new commander in afghanistan has assumed his post. austin scott miller. the 9th in 11 years is the latest to attempt a winning war. he is not the only one making that claim. cnn's sam kiley is live in kabul, afghanistan. sam, we start with the killing of the top isis leader in afghanistan. good news as miller takes over. >> reporter: good news from the perspective of the international coalition which general miller observed focused strictly, but not entirely, of course, on the battle and effort to rid afghanistan of the groups of al qaeda and the islamic state. the jihadi terror worldwide. dave, the taliban focussed on

dismissing the islamic state out of afghanistan just like the coalition and secondary element of the taliban campaign is rid the country of the afghan government. we have been able to obtain video recently of interviews with taliban commanders in the northern region on the border with iran. taliban leaders are endorsing plans or appeals coming from none other than the outgoing american command here for peace talks. there has been an attempt by the taliban to be encouraged to come into the political process. every now and again, there were back room meetings. this is the first time we heard from commanders on the ground they would endorse it. firstly and secondly, just like the u.s. and afghan government, they prioritize the fight against the islamic state. dave. >> thank you, sam. brazil's 200-year-old

national museum in rio went up in flames sunday. the museum is said to contain at least 20 million ancient artifacts, including a meteorite discovered in 1874. the fire destroyed some entire collections. the brazil president says the loss is insurmountablinsurmount. there are no reports of injuries from the fire and no word on what caused it. he has won five national titles since 2009. one thing nick saban doesn't do is apolon poll -- is apologize. we have andy scholes with the bleacher report coming up. i'll take that. welcome back. new details this morning about the sonic attacks that caused u.s. personnel in china and cuba to suffer head injuries. the injuries were caused by microwa microwave ovens. we have patrick oppman with more. how did they come to this conclusion? >> reporter: this is a mystery still. this is the first time we heard from researchers coming out and saying they don't believe it is sonic weapons. sonic weapons don't work in the way they describe.
